There were 1819 road traffic accidents with general procedures in the city, with a decrease of 468 cases, down 20.46%, and 154 deaths, down 18 cases, down 10.47%.

The Dezhou Traffic Police Detachment set up a special class for in-depth investigation, and incorporated the backbone forces of business departments such as accident, order, legal system, science and technology, facilities, publicity, high-speed, vehicle management and traffic safety office into the special class to strengthen organizational guarantee. Every week, the city’s death accident judgment and analysis meeting and warning education meeting will be held, and the in-depth investigation cases will be studied in a centralized manner to promote the in-depth investigation. Set up a professional force for in-depth investigation and a team for intelligence analysis and judgment, and divide seven full-time police groups for in-depth investigation of road traffic accidents to strengthen professional support. We will establish a practical policing mechanism in which on-site investigation and information collection are carried out simultaneously, and in-depth investigation and hidden danger investigation are jointly promoted. We will regularly carry out a number of business training courses on in-depth investigation topics to continuously strengthen our business foundation and practical ability.

In order to strengthen scientific and technological support, Dezhou Traffic Police Detachment set up a technical team, fully integrated the existing police resources, set up technical (police aviation) squadrons, in-depth investigation case acceptance rooms and other practical units, introduced advanced equipment such as police on-site reconnaissance drones and 360-degree panoramic three-dimensional surveyors, and explored the application of police technologies such as 3D modeling of accident sites and 3D restoration of accidents. In terms of strengthening platform support, the detachment established a linkage mechanism, gave full play to the role of the Municipal Traffic Safety Committee and the Traffic Safety Office as a platform, practically operated the road traffic accident comprehensive management service center, established the "1+8 Center" joint consultation system, improved the collaborative linkage mechanism for in-depth investigation of road traffic accidents, and cooperated with the procuratorate, the court and other relevant departments to promote the in-depth integration and prevention of traffic accidents.

In order to promote the "standardization" of in-depth investigation, the Dezhou Traffic Police Detachment expanded the scope of investigation and established a system of on-site supervision of fatal traffic accidents. After a fatal road traffic accident, the leaders in charge of the county bureau should arrive at the scene at the first time, organize relevant departments to implement the "four investigations on one case", carry out an in-depth investigation of fatal road traffic accidents around "people, vehicles, roads, enterprises, environment and management", and dispatch relevant units on the spot to promote the rectification of hidden problems. At the same time, the detachment expanded the investigation norms and promoted the "standardization" of in-depth investigations. Combined with actual combat experience, we will compile and issue guidance manuals such as Comprehensive Manual for In-depth Investigation of Road Traffic Accidents, Collection of Related Crimes and Cases for In-depth Investigation of Road Traffic Accidents, and Technical and Tactical Methods for In-depth Investigation of Road Traffic Accidents, so as to enhance the actual combat capability.

Dezhou Public Security Bureau authorized the traffic police detachment to directly handle public security criminal cases related to road traffic, expanded the traffic police handling authority, and gave the traffic police detachment the authority to investigate 21 kinds of criminal crimes involving traffic, thus solving the problems of long handling period and difficulty in obtaining evidence. In addition, the Dezhou Traffic Police Detachment expanded the investigation process, insisted on starting from all the processes and links of the in-depth investigation, improved the in-depth investigation information of 378 traffic accidents, and built an in-depth investigation system of road traffic accidents covering all factors and docking the whole chain. Explore the establishment of the service mode of "integration of air and ground, point-surface compatibility and synchronous joint survey", and use information technology to comprehensively and carefully explore, fix and extract the on-site road conditions, surrounding environment, car body traces and pavement traces.

For the suspected illegal and criminal acts discovered through in-depth investigation, the Dezhou Traffic Police Detachment focuses on fighting and promoting prevention, seriously pursuing responsibility and accountability, filing a case for investigation according to laws and regulations, and improving the clue transfer mechanism, and promptly pushing the clues discovered through in-depth investigation to the Commission for Discipline Inspection and Supervision. Since the beginning of this year, towns and responsible units have been forced to rectify 85 traffic safety hazards, rectify 2,236 hidden dangers, and mail 1,117 notification letters to enterprises and institutions.

Dezhou traffic police detachment focused on preventing and promoting management, strengthened source supervision, and issued a supervision list for rectification of hidden dangers of fatal accidents in combination with in-depth investigation of fatal accidents, and held a warning education meeting at the place where the deceased person’s household registration and the responsible driver’s household registration were located; The Municipal Safety Committee is requested to issue the Notice on the "Five Eyes" Responsibility for Compacting the Road Traffic Management in Townships and Streets, and clarify the "Five Eyes" responsibilities of drivers of rural three-wheeled and four-wheeled vehicles in townships (streets) such as "two supplements" (supplementary traffic safety knowledge and supplementary warning education), national traffic safety warning education, traffic violation and accident warning education, rural theme party and day traffic safety publicity, and traffic hidden dangers investigation and rectification. The establishment of the city’s traffic safety hidden danger investigation professional committee, team leaders, middle-level cadres subcontracted brigade, signed and accepted, timely rectification of all kinds of road traffic hidden dangers. Since the beginning of this year, the city has invested a total of 52.47 million yuan to rectify 7670 traffic safety hazards. 23,800 speed bumps were added and updated at the main intersections of rural roads and the main intersections in villages throughout the city, and more than 2,800 flash warning lights were added at the opening of the national provincial highway guardrail.

In order to strengthen the key management and control, the Dezhou Traffic Police Detachment focused on promoting reform by case, comprehensively judged the key illegal behaviors that are easy to cause trouble through in-depth analysis of traffic accident data, and focused on strengthening the governance of trucks, vans and illegal electric three-wheeled and four-wheeled vehicles. The Municipal Safety Committee was requested to deploy the measures of "two operations, two restrictions, two inspections and two supplements" for illegal electric three-wheeled and four-wheeled vehicles in the city, and more than 8,100 compliant vehicles were listed and registered, more than 9,100 drivers’ licenses were obtained, and 3,428 cases of overcrowding and illegal manned vehicles were punished. The implementation of "turning right must stop" for large vehicles, the detachment carried out video reverse inspection and cross inspection every day, punished more than 730 illegal vehicles, and suspended 113 transport enterprise passes. The number of fatal accidents and the number of people who failed to avoid turning right decreased by 68% and 65% respectively. Strengthen the "one helmet and one belt" security guard, and the death accidents have dropped sharply because of not wearing safety helmets. In view of the frequent fatal accidents and weak traffic management in rural areas, rural police stations were implemented to perform traffic management duties, and 123 rural police stations in the city added traffic police squadron signs to further consolidate the foundation of rural accident prevention.

In addition, the detachment focused on warning by case, held regular education meetings on traffic accident warning in the city in the name of the Traffic Safety Committee, and combined with the typical case of in-depth investigation of the accident of the deceased, "telling the case" to make the alarm bell ring. Further consolidate the six propaganda positions of "rural areas, schools, units, service points, internet and media integration", innovate and carry out the activity of "thousands of police enter the group" and build 218 rural traffic safety education service points.
